Construction JSA Template
The construction JSA template is the JSA built for the site job: the ground and the excavation, the crane and the lift, the working at height, the housekeeping and the interface with the other trades. Construction is where the hazards are the environment as much as the task, and the template carries the site-specific steps as fixed lines.

Construction JSA — the site sequence, built in
The fixed construction steps — the ground, the excavation, the lift, the height, the housekeeping — as lines, with your task steps around them.
| # | Step | Hazard(s) | Control | L | C | Score | Done? |
|---|
It keeps the JSA structure — the steps, the hazards, the controls, the score — with the construction steps fixed in: the ground bearing, the excavation support, the lift, the working at height, the housekeeping. Fill it in for the task, score the steps, sign it, and carry it on the job. The worked example is a foundation pour with the excavation and the concrete steps worked through.
How to use the template
- Set the header — the task, the location, the date, the crew, the permit
- Work the fixed construction steps — the ground, the excavation, the lift, the height, the housekeeping
- Add the task-specific steps around them, one clear action each
- Score each step; the excavation and the lift are the high steps
- Sign it, brief the crew at the toolbox talk, carry it on the job, and file it
Worked example
A foundation pour JSA: step 1 set out and mark (the marker, the survey), step 2 excavate (the collapse, 3×5=15, the support and the daily inspection, residual 2×4=8), step 3 check the base and the blinding (the water, the access), step 4 place the concrete (the pump, the manual handling of the line), step 5 backfill and make good (the reinstatement, the housekeeping). Five steps, the excavation is the high one, the sign-off by the site supervisor.
Standard & legal context
The construction JSA carries the OSHA construction standards (1926) in the US — the excavation 1926 Subpart P, the crane 1926.1420, the fall protection 1926 Subpart M — and the UK construction practice under the CDM Regulations and the Work at Height Regulations 2005. The 5×5 scoring per step is the ACoP L80 convention, and the template is the JSA with the construction sequence built in for the site job.
Common mistakes
- Skipping the ground and the excavation steps — the site hazard is the environment, and the collapse is the high step the template carries
- No daily inspection of the excavation — the ground changes, and the inspection is the step that catches it
- The lift without the plan — the crane step is the companion to the lifting plan, and the JSA carries the reference
- No toolbox talk before the job — the construction JSA is briefed to the crew, and the unsigned, unbriefed form is the one the investigation questions
Need the sign-off, not just the template?
The template is the preparation; the sign-off is the professional. For the statutory assessments, the audits, the ISO 45001 implementation and the training that comes with them, ask Muhammad Umer — 8+ years across Iraq, KSA and Pakistan, and the programme runs through umer-hse.pro. One message gets the written scope.
Common questions
Construction JSA Template — answered
What is a construction JSA template?
The JSA built for the site job: the ground and the excavation, the crane and the lift, the working at height, the housekeeping and the trade interface, with the task-specific steps around them. It keeps the JSA structure with the construction sequence built in.
How is it different from the standard JSA template?
The standard JSA is the blank step table; the construction JSA carries the fixed construction steps — the ground, the excavation, the lift, the height — as lines. Same method, the site sequence built in. Use it for the construction task, the standard for the general job.
Does it cover the excavation?
Yes — the excavation is a fixed step with the support and the daily inspection, and the OSHA 1926 Subpart P and the UK practice are named in the standard section. The collapse is the high step, and the template scores it.
Does it cover the crane and the lift?
Yes — the lift is a step that references the lifting plan, and the OSHA 1926.1420 and the LOLER practice are named. The JSA is the companion to the lifting plan, not the replacement for it.
Can I use it for any construction task?
Yes — the fixed steps are the construction core, and the task-specific steps are added around them. The foundation, the frame, the finish — each gets its own JSA from the template.
Can I print or export it?
Yes — Print / Save as PDF gives the document to carry on the job, and Export CSV gives the steps for your file. The worked example is a foundation pour with the excavation worked through.

These templates are practical documents, built to the UK baseline with the US equivalents named on each page. They do not replace a competent person assessment for high-risk work, a statutory assessment, or the advice of your insurer. Where a document has legal force — the fire risk assessment, the COSHH register, the permit to work — the responsible person owns it.
